Safety Authorization
The Railway Administration Executive Agency issues a safety authorization to the railway infrastructure manager in the Republic of Bulgaria. The existence of a safety certificate is a mandatory condition for the railway infrastructure manager operating all or part(s) of the national railway infrastructure to start operating. Exceptions to this rule are private railway infrastructure managers.
The safety certificate confirms:
- The implementation of a safety management system (SMS) by the railway infrastructure manager in accordance with the requirements of Chapter Three, Section III 'Safety certification of a railway infrastructure manager' (of Ordinance No 59 (Article 47(1), p.1);
- The adoption of the rules of the railway infrastructure manager for the implementation of the specific requirements necessary for the safe planning, maintenance, and exploitation of the railway infrastructure and the maintenance and management of the traffic control and signaling system (Article 47(1), p. 2 of Ordinance No 59).
