Supervision
General Information
Supervision also includes the actions of the Railway Administration Executive Agency towards railway undertakings or railway infrastructure manager which have been issued with Part A and Part B safety certificates until their expiry date, a single safety certificate or a safety authorization to carry out specific tasks as defined in DELEGATED REGULATION (EU) 2018/761 laying down common safety methods relating to the supervision by national safety authorities following the issue of a single safety certificate or a safety authorization in accordance with DIRECTIVE (EU) 2016/798 of the European Parliament and of the Council of 11 May 2016 on railway safety.

Guidelines/Supervision Process
- Conducting interviews with people at different levels in the organization;
- Checks and inspections on-side, including observations of processes and activities carried out by audited organizations, measurements against approved procedures, and other control activities;
- Examination of documentation and archives relating to SMS, and applicant files and documents in the framework of authorization procedures for placing in service - in relation to the supervision of the conformity of interoperability constituents with the essential requirements;
- Examinations of the performance of the SMS identified during inspections or related activities. In this case, one of the key issues is how to proceed with a new railway undertaking for which there is no previous information or data from previous audits. The RAEA has adopted the principle that each new entrant undergoes a comprehensive assessment of the SMS it has put in place, and the certificate issued for the first time is for a shorter period rather than the maximum five-year period.
- Establishment of checklists for comparisons between regulatory requirements and what has been found during the review of the performance of the SMS and/or what has been found during inspections, measurements / of component parameters / or related activities.
